CNTA REPRESENTATIVE COUNCIL MEETING MINUTES
December 8, 2009
CNTA 2nd Floor Training Center, 1189 Mountain Avenue
Minutes prepared by Beverley Rouse, Secretary
[Minutes are not official until approved at the next Rep Council.]

I.        CALL TO ORDER—President Bill Fisher called the meeting to order at 4:00 P.M.

II.       NEW BUSINESS

PARS Retirement Proposal (Memorandum of Understanding) MOU

Bill Fisher told reps that emergency meetings like this one, in addition to the regularly-scheduled Rep Councils, may be happening more often as this year goes on because of time-sensitive issues.

Bill distributed and briefly described the PARS retirement proposal.  Voting for or against this MOU must be done quickly in order for teachers to have time to meet with the STRS and PARS representatives in time to meet the deadline.  The retirement bonus, based on the 2008-09 salary schedule (or the highest salary, according to Bill’s phone call to Michael Lin), will be paid over five years, not all at once.  This would substitute for the contractual $12,500 retirement bonus usually available.  The eligibility is set by STRS.  As more people retire, the amount of the incentive goes up.  The deadline is February 12, 2010, and the retirement is irrevocable unless the district withdraws the incentive because not enough people participate in the PARS incentive.  Teachers who might be eligible will receive a packet of information very soon.  The plan is that if more teachers retire, more jobs will be saved for the teachers who would otherwise lose their jobs.  The STRS website has a calculator that can be used for rough estimates.  Harold Stryker moved that CNTA accept this MOU as written without sending it on to the membership.  Karen L. Jones seconded.  The motion passed.  Harold Stryker moved to end discussion and John Davis seconded the motion.  Both motions passed.

III.      ADJOURNMENT—The meeting adjourned at 4:30 P.M.
